Positions in Woodlands Municipality

In December 1905 the newly settled lots along the colonization road NW of Norris Lake (sections 25-36 in township 16 1 W, all of township 17 ranges 1 and 2W lying to the east of Shoal Lake and all of township 18 ranges 1 and 2W) came under the administration of Woodlands as an additional part of Ward 6 and then as a new ward 7 in December 1909.  In 1906 Woodlands created the Cossette School Division on land provided by Leon Cossette.  From 1905 until 1913 when the NW portion of the area became part of the new Armstrong Municipality the LaPortes and Cossettes would hold various appointed and elected positions.

The area included the communities of Inwood (known as Union Prairie in 1909), Loch Monar and Sandridge.  William Cossette was elected as the Municipal Counsellor for Ward 6 from 1906 to 1908 and for the new Ward 7 from 1909 to 1917.

The founding meeting of the Cossette School District Board of Trustees was held on June 13, 1907.  The meeting Chairman was Charles Verscheure and the meeting Secretary was Bill Cossette.  The meeting elected Charles Verscheure, Ernest Laporte and Bill Cossette to be the first school trustees for the new district.  Verscheure was chosen to be their Chairman and Cossette to be the Secretary Treasurer for the coming year.

The Path Master position (1905) which was divided up into five Road Overseers positions from 1906 were responsible for the upkeep of all municipal roads within their small zone.  They could require residents in their zone to put in set numbers of hours of work to maintain the roads.  They were also responsible for the control of noxious weeds along their roadways.

 

Pound Keepers were responsible for seizing livestock running at large and collecting fines from people when they reclaimed the animals.

 

Constables were appointed to administer municipal law and to support the legal position of the Road Overseers and Pound Keepers.

 

The Road Commissioner position was created in 1910 to be responsible for the entire area and to maintain the roads by issuing contracts for repairs.  The Zone Road Overseers were then eliminated.
